SALARY: $34.8119 - $43.1750, Hourly (DOE&Q) EXEMPT

JOB SUMMARY
To ensure that nutrition professionals are available to address Nutritional Risk. The purpose of the International Board-Certified Lactation Consultant (IBCLC) is for ensuring that qualified professionals are making decisions about eligibility and benefits. The IBCLC is also responsible for coordinating nutritional education including, identifying needs/interests of each high-risk participant. This person must also be able to document referrals and conduct appropriate follow-up to referrals to high-risk participants.

SUPERVISION RECEIVED AND EXERCISED:
Receives general supervision from the WIC Director/Supervisor and the Director and Assistant Director of Health Services.

EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES - Essential and other important duties and responsibilities may include, but are not limited to, the following:

Document health care, medication and visual observations; advise appropriate staff of changes in condition or patient progress.

Provide input as a member of a health care team in planning.

Instruct patients in the proper procedure and alternatives for health care; refer patients as
appropriate.

Assist in diet planning; impart basic elements of nutrition to patients.

Assist in the development of new procedures.

Attend workshops, conferences and in-service training sessions to improve knowledge.

Assist with quality assurance programs.

Evaluate procedures for individual counseling, nutrition classes, and clinical procedures.

Assist in training and technical assistance to address areas of concern.

Give in-service training on topics that include, but are not limited to, general breastfeeding education, risk condition topics, clinical procedures, anthropometric measurements, as they relate to breastfeeding/infant health and/or common breastfeeding conditions.

Oversee the development of the Breastfeeding Education Annual Plan and implements the preparation of teaching classes by other WIC nutrition staff.

Provide individual counseling for participants with high-risk conditions.

Maintain mental capacity which allows the capacities to:
  • exercise sound judgment and rational thinking under stressful circumstances.
  • evaluate various options and alternatives and choose appropriate and responsible
  • course of action.
  • prepare complex policies and recommendations.
  • operate effectively in an economically and culturally diverse environment.
Maintain physical condition which will allow the capability to perform the following:
  • running, walking, or standing for extended periods of time
  • climbing stairs or ladders
  • moving loads of approximately 25-50lbs.
Maintaining effective audio-visual discrimination and perception for:
  • making observations
  • reading and writing
  • operating necessary and assigned equipment
  • communicating with others.
Perform related duties as assigned.

QUALIFICATIONS

Ability to:
Assess and document a participant’s nutritional risk.

Coordinate and provide nutrition education, including breastfeeding promotion and support, that is responsive to the identified need/interests of each participant.

Identify the need for individual care plans.
 
Refer participants to other health and social services and provide appropriate follow-up to referrals.

Document nutrition services provided, including referrals and follow-up to referrals.

Track high-risk participants’ progress in improving their health and document for outcomes.

Communicate effectively, both orally and in writing.

Independently implement approved procedures for health care.

Maintain accurate and up-to-date patient files and charts.

Instruct patients on health care services and alternatives, and on proper nutrition and diet.

Operate related medical equipment.

Establish and maintain cooperative working relationships with those contacted in the course of working.

Use appropriate literacy and language skills to address the needs of diverse participants.

Interpret and apply policies and procedures for clients and staff.

Work independently in the absence of supervision.

EXPERIENCE AND TRAINING GUIDELINES - Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way would be:

Experience:
Must possess experience providing services in public health or related field.

Training:
Has successfully completed a training program approved by State Agency on the provision of WIC nutrition services to high-risk participants.

License or Certification:
Possession of a Bachelor’s Degree from an accredited college or university in the field of Nursing or Nutrition. A Master’s or Doctoral Degree in Nursing, Nutrition or Public Health, preferred.

Possession of a valid license to practice as a Registered Nurse (RN), Registered Dietitian (RD) with the Academy of Nutrition and Dietetics Commission on Dietetic Registration, Registered Dietitian Nutritionist (RDN) and/or Licensed Dietitian (LD).

Possession of, or ability to obtain, certification as an International Board-Certified Lactation Consultant through the International Board of Lactation Examiners.

Possession of, or ability to obtain, an appropriate Texas Driver’s License
