Job Description

$69,672 to $85,536 per year. Starting salary may be between the minimum and maximum salary range provided, based on qualifications.

Compliance Enforcement is in the Advocacy Line of Business, the purpose of which is to monitor and assess the practices of government agencies, private, or not-for-profit organizations, to ensure the proper treatment of the Native Hawaiian Community, and to intervene when necessary with legal and other investigation, analysis, and corrective actions.

The Compliance Archaeologist is responsible for assessing claims and complaints made against individuals, agencies, and organizations as well as conducting research and investigations under the direction of the Compliance Enforcement Manager.

ESSENTIAL FUNCTIONS & RESPONSIBILITIES

1. Conducts appropriate research and investigations to secure important and relevant data and materials as directed. Coordinates and/or prepares correspondence or reports on findings and recommendations.

2. Makes significant assessments regarding the preparation of historic preservation documentation, compliance, and background materials as required by Chapter 6E Hawaii Revised Statues (HRS), Section 106 and Section 110 of the National Historic Preservation Act (NHPA), Native American Graves Protection and Repatriation Act (NAGPRA) Archeological Resources Protection Act (ARPA), National Environmental Protection Act (NEPA), National Park Service (NPS) Management Policies, and other cultural resources management guidelines.

3. Advises OHA on identifying and determining archeological sites and features to be recorded, methods to be used, and final product presentation appropriate, for sites that include OHA-owned and other identified properties.

4. Review and assess archeological services procured for OHA and OHA identified lands and, site recording procedures, and tasks, including preparation of archeological survey records such as site maps, photographs, surface artifacts, analysis forms, and field notes are completed in a proper and timely manner for OHA-owned and other specified lands. Most recording and surveying operations will involve computer operations, which include Geographic Information System (GIS) technology.

5. Carry out as needed international and domestic repatriation efforts involving OHA, as directed by the Compliance Enforcement Manager, and negotiates and conducts such repatriations as necessary.

6. Analyzes claims and complaints regarding historic preservation-related matters, Investigates inquiries with appropriate parties (e.g. agencies, institutions, and organizations) and recommends actions to be taken to the Compliance Enforcement Manager, Director of Advocacy, Chief Operating Officer and/or the Chief Executive Officer (“CEO”). Assesses all claims and complaints assigned.

7. Prepares correspondence, memorandum, or reports on findings and recommendations related to historic preservation matters as directed.

8. Serves as a technical resource person, providing analytical support for the agency on historic preservation compliance issues as it affects the Native Hawaiian community.

9. Provides technical expertise on historic preservation bills and resolutions of a difficult and complex nature, as they move through the legislative process.

10. Maintains effective working relationships with historic preservation professionals, executive branch officials, and stakeholders.

11. Fully supports in action, language, behavior, and performance the priorities, decisions, and directives of the Compliance Enforcement Manager, Director of Advocacy, Chief Operating Officer and/or CEO.

12. Regular attendance on a daily basis is required for this position.

MINIMUM QUALIFICATIONS

Education, Training and/or Experience

1. Graduation from an accredited college or university with a Master’s degree in business administration, law, public policy, or in any social sciences field such as economics, health, education, political science, anthropology, or social work.

2. Possess five (5) years of archeological or historic preservation work experience that demonstrates a thorough knowledge of the fundamental principles and theories of professional historic preservation work or archeology. In addition, the work experience must have included a working knowledge of Federal, State and local governments, and their functions and structures; issues and problems relating to Native Hawaiians; programs and services for Native Hawaiians; and related areas.

Knowledge, Skills and Abilities

1. Must have working knowledge of:

  • Hawaiian culture and community structures
  • Applicable state and federal statutes, rules, regulations, policies, procedures and directives governing treatment of Native Hawaiians including Chapter 6E HRS, Section 106 and Section 110 of NHPA, NAGPRA, ARPA, NEPA, NPS Management Policies, and other cultural resources management guideline
  • Legislative process and procedures
  • Research, data collection and analysis, and report writing best practices

2. Must have demonstrated skills or ability to:

  • Plan, organize, coordinate, implement and evaluate activities which encourage communication and cooperative working relationships between OHA, and beneficiary groups, public and private agencies and the general community
  • Maintain detailed and accurate records while preparing reports
  • Research, analyze, and organize data and information
  • Write clear and concise reports and correspondence
  • Use Microsoft Word, Excel and PowerPoint
