THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE.

The Employment Development Department (EDD) is looking for a highly motivated team player to lead the Labor Relations Section. Under general direction of the Chief, Human Resource Services Division, the incumbent supervises a team representing one of the largest departments in employee-employer relations. EDD is looking for someone who leads by example, strives to help others excel and grow, creates a collaborative team atmosphere, and has a passion for serving the Department in this role.  

EDD staffing ranges from 8,000 to 12,000 employees in Bargaining Units 1, 4, 14, 15 (SEIU), Unit 2 (CASE), Unit 7 (CSLEA), Unit 9 (PECG), Unit 12 (IUOE), and excluded employees.

We are located at the corner of 8th and Capitol Mall, right in the heart of downtown, next to light rail stations and other public transportation. In approximately December 2025, we will be moving to the 4th floor of the fully renovated high rise Labor Agency Building at 1416 9th Street between N and O streets.

  1. Demonstrated experience making recommendations and advising management regarding the interpretation and application of labor agreements.
  2. Demonstrated ability to work with, establish, and maintain effective working relationship with executive branch staff, managers and supervisors, the Labor Relations Division of the California Department of Human Resources, and employee labor unions.
  3. Demonstrated experience and identified role in arbitrations, impact bargaining (meet and confers), main table bargaining, and at hearings before the Public Employment Relations Board.
  4. Demonstrated experience supervising and directing the work of professional staff.
